Can a 1.5 version of PSP play new games? Or just old ones and I have to upgrade the unit?

2.5 vs 2.6

2.6 is technically better in terms of features included in the firmware. 1.5 however allows you to run homebrew applications which opens up a whole new world of possibilities.

1.5 cannot play the new discs as Sony require you to upgrade your firmware to play them. However a PSP running 1.5 can run a homebrew application called devhook which allows you to emulate higher firmware versions.

In short - for the best of all worlds at the moment 1.5 is the one to get, although 2.6 is downgradeable to 1.5.
